The Rossoneri have money to spend following their record-breaking sale of Brazilian superstar Kaka to Real Madrid.
While they are unlikely to reinvest all of the cash generated from that departure, they are keen to ensure that an adequate replacement is acquired.
Wolfsburg frontman Dzeko has been indentified as a suitable option and Milan are keen to step up their interest in the talented 23-year-old.
"We are still hopeful of getting him," said Milan general manager Adriano Galliani.
"The man himself should have a say about his future.
"It is difficult to keep a player who is unhappy, that is a rule which applies to everybody and is the law of the market."
